Services for employees with targeted disabilities:
The individual(s) must possess a current Certified Nursing Assistant (CNA) license, in good standing, from an accredited Nurse Assistant Program, or its equivalent in role and functional duties (as determined by CMS). Must also possess any applicable state license and/or accreditation. At least three years prior experience working in a medical, home health care, or comparable setting providing direct services to patients/clients with severe disabilities.
DLAW services will include but are not limited to assistance with: eating; drinking; dressing; toileting; transferring; and walking. Service types include, but are not limited to:
- Transferring in and out of a restroom stall or on and off a toilet.
- Assisting with toileting.
- Transferring in and out of vehicles and mobility devices (e.g. cars, busses, airplanes, wheelchairs, scooters, etc.); this may include lifting and carrying the individual.
- Travel with the individual on work-related business trips (e.g., site visits, travel to/from airports/hotels/shuttles, workshops, conferences, and dining).
- Retrieving food and beverages with the individual, cutting food, and/or feeding the individual.
- Removing and putting on clothes, outerwear, and accessories.
- Packing, unpacking, and retrieving items.
- Adjusting, manipulating, or operating the individual’s work station and government equipment/technology (e.g., inserting PIV card, moving monitors, moving furniture, retrieving documents from a copier, etc.)
- Accompanying the individual to walk service animal or navigate the facility.
- Turning and positioning of the individual(s) (e.g., in a wheelchair or desk chair).
REQUIRED KNOWLEDGE AND SKILLS – Daily Living Assistance at Work Contractor
- Excellent interpersonal, oral, and written communication skills.
- Proficiency in the English language – verbal and written in order to perform such tasks as to place telephone calls, access and leave voicemails, send and receive emails and text messages, comprehend and follow written instructions, and describe the approved services to be provided to the individual being served.
- Possess visual and hearing acuity sufficient to independently and effectively communicate with blind, low vision, deaf, and hard of hearing individuals and assist them with communication, locating items/places, and other tasks related to reasonable accommodations.
- Possess manual dexterity sufficient to independently and effectively perform tasks such as carrying, grasping, gripping, typing, handwriting, wearing disposable gloves, inserting PIV cards into computers, inserting keys into doors, turning knobs, tying shoes, zipping zippers, inserting buttons into button holes, buckling seatbelts, and other tasks related to the provision of a reasonable accommodation.
Possess mobility function sufficient to independently stand for 20 minutes unassisted, walk for twenty minutes unassisted, climb steps, assist others to climb steps, climb aboard a shuttle bus and assist others in climbing aboard a shuttle bus, and other tasks related to the provision of reasonable accommodations. Ability to lift and carry 75 lbs.
- Ability to use his/her feet, legs, hands, wrists, eyes, ears, voice, and fingers.
- Ability to perform movements such as stooping, crouching, bending, kneeling, climbing, and reaching.
- Ability to safely maneuver physically disabled employees in wheelchairs to various destinations within the work environment, defined as CMS buildings and other business-related destinations and to drive a CMS scooter.
- Ability to assist an individual with his/her service animal.
- Ability to safely physically transfer individuals from a wheelchair to scooter, scooter to wheelchair, scooter or wheelchair to toilet, toilet to wheelchair or scooter, Scooter or wheelchair to desk or other chair, desk or other chair to scooter or wheelchair, and/or other similar actions.
- Ability to safely feed individuals, including cutting up food and maneuvering it to individuals’ mouth.
- Ability to respectfully assist with the removal or putting on of clothing, to include outerwear, shoes, and undergarments in relation to toileting.
- Ability to respectfully assist with toileting to include pulling on and off clothing, wiping, hand washing, and drying.
- Ability to wait patiently and quietly but respond promptly when notified of the need for DLAW services.
- Ability to provide services in a quiet, unobtrusive manner and provide little or no disruption to the colleagues of the individual receiving services.
- Ability to adapt to changing assignments and priorities with little or no notice and to keep COR apprised of location and status of assigned tasks.
- Ability to remain professional and respectful when working with individuals who may become confused, disoriented, or upset.
- Ability to identify and learn the basic structure of a federal agency in order to determine sources of documents.
- Proficient knowledge and ability to use MS Outlook, Word, Excel, PowerPoint, and Adobe Acrobat Professional.
- Ability to perform data entry tasks.
- Ability to organize and alphabetize documents in order to maintain office records and files.
- Ability to understand and follow policies, specific instructions, and Standard Operating Procedures.
- Ability to prepare and print routine correspondence, labels, and/or other written material.
- Ability to support CMS’s disability program by attending meetings, providing basic administrative support, assisting with policies, procedures, and scheduling of DLAW requests, collecting data, preparing reports, and conducting basic research under guidance of CMS staff.
- Proficient verbal communication skills to speak with different levels throughout a federal agency.
- Ability to work as a part of a team and accept a variety of feedback on deliverables.
